Creative Industries Development Bill

The Nigeria Creative Industries Development Bill project is a collaborative effort between Nigeria’s creative industry and the Presidency to transform the Nigerian creative space through regulation and an executable action plan. The Bill aims to build a vibrant, enabling creative space for Nigerian creatives.

The Creative Industries Development Bill (CIDB) is a “Whole of Government, Whole of Nation” driven Executive Bill co-created by the Presidency, Ministry of Information and Culture and the Creative Industries stakeholders, to ensure the right legal, regulatory and institutional framework for the rapid development of the creative industries.

By determining the various sectors that fall under the creative industries.

  1. To provide a legal, regulatory and institutional framework for the development of a sustainable environment for the creative industries in Nigeria in line with the provisions of the UNESCO 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions and Aspiration 5 of the AU Agenda 2063, for an Africa with a strong cultural identity and common heritage;
  2. To establish a Creative Impact Fund which shall be a repository for funds appropriated for the development and growth of the Creative Industries sector (“the sector”);
  3. To establish the Creative Industries Development Commission responsible for:
    a. promoting and providing for the development and growth of creatives, creative industries professionals and service providers whose main focus is the creative industries, to enable them to continuously build competitive businesses that shall contribute to Nigeria’s economy;
    b. positioning Nigeria as the lead destination for creative industries investments in Africa, having excellent, cutting-edge talents/skills capacity;
    c. increasing Nigeria’s employment capacity through job creation in the creative industries; and
    d. managing the Creative Impact Fund.

This is a collaborative effort between the stakeholders, practitioners and the government. With different sides of the ecosystem being involved, the approach can yield positive results for the sector.
